A seat of Justices Ashok Bhushan, Sanjay Kishan Kaul and M R Shah gave notice to the Center, states and Union Territories and looked for their answers by May 28 on the means taken to recover the circumstance.
The top court recorded the issue for May 28 and asked Solicitor General Tushar Mehta to help it on the issue.
